Its way too much data. I have only put a select set of photos on my iPad so now when I make changes to albums on my Mac they don't get synched to the iPad. I had the same issue, the option in ‘Photos’ to ‘Use as System Photo Library’ was, and still is greyed out, however by closing both iTunes & Photos I used the alt open option for Photos and selected the ‘Photos’ Library (and not the iPhoto Library). Closed Photos, re-opened iTunes and then ‘Photos’ magically appeared as an option in iTunes for syncing photographs.
